Is the Garbage in the basement below my apartment a Health Hazard ?

The rotten smell from the basement below is creeping into my apartment. There are 9 apartments in the building where I live, everyone throws the garbage in the basement. The food rots and cats specie is all over the place, it’s disgusting. I have developed Lupus since I’ve been living here. I feel really sick, I am going to leave this weekend to a motel. I called the Health Department and the Inspector said he is going to give a summons to the Landlord. Is this a serious Health hazard ???
Is it a normal expectation to discuss your overall health during a physical with the doctor?

When I called to set up an annual physical, I mentioned I was having an ailment. They said I could come in either for the ailment or the physical. I’ve always discussed whatever health issues I was having with prior doctors. It seems like this place is all about the money. Is it just me, or is it a normal expectation to discuss your overall health during a physical?

If you were to say go for a few years without ejaculation, would sperm health be permanently affected? Or could the changes be reversed? Edit: Thanks for the replies, I had read of some studies where motility and the acrosome index decrease after more than 2 days abstinence, and was wondering whether long term abstinence could permanently effect those factors. Thanks!
