Who Can I report a local business to?

My mom received a call from a company selling life insurane. They told her that her jeweler had given them the number (they named a specific jeweler that she has used in the past). The same thing happened to one of her coworkers who also uses the same jeweler. They’ve both decided not to use this jeweler again, but I’d like to know if there’s anyone she can report him to? He’s not allowed to give out (or sell) her personal information unless she’s signed something allowing him to, right? Any advice is appreciated. Thanks!
