You speak as if these agencies retard initiatives for new health policy. They are just administrative bodies. There is no individual state Dept of Health and the State Insurance Commission has no regulatory power. The health insurance business has an exemption from anti-monopoly law and operates in certain markets keeping out too much competition within that market. CMS is probably the only agency that controls funding to the individual states. The federal govt is paying the 50% cost of many states for Medicaid. Medicare is also funded by the individuals who use it as well as the federal govt.
