How does one set up a board of education?
How is a board of education set up? In my country, India , apart from many state boards there are 3 central boards viz CBSE,ICSE and IB.
I was wondering how one could set up a board of education? With its own curriculum and examinations and such. Not necessarily in India but abroad and international boards like the IB,too!
Is it possible for an individual to do so? If yes, how? and if not.. how are these set up?

US School districts are authorized by the people who reside in the area covered by the district. They vote to elect school directors for the school board. The school boards must follow state laws that spell out their responsibilities and govern how they operate. All school directors are elected in public elections, just as with mayors, councilmen, senators, governors, and presidents. However, school directors are not paid.
It is the job of the school director to hire the superintendent, the teachers and staff. The school board approves the budget and is authorized to set the tax rate and to spend money. Schools adopted textbooks and approve curriculum.
In my state there are 501 school districts. Some states such as Maryland have one school district that covers the entire county. In some states, I think that everything is uniform statewide.
No, it is impossible for an individual to have a public school district. However there are private schools. I doubt that even a private school would have only one person who would make all decisions. It would probably have its own board, but they are not in any way part of the government. They would still need to follow certain laws in order to be able to graduate seniors with a diploma that has value and is recognized.
