My teacher has four separate desktops on four separate monitors running from one computer.I saw that she has some sort of splitter kind of thing. i would be very wary of this claim i have corresponded with many people from that area and have found they most seem to ask for money very soon after the first correspondence
but i do know that a travel visa and passport would be major requirements as for anything else the US immigration department would be able to tell you the exact requirements

Well if the person is coming for the first time, passport and visa would be reguired as stated below, as for monetory requirement, that might just be advised, but not required, I came to the U.S in 01 and all I had was $50

Nobody – I repeat NOBODY – needs BTA to leave Nigeria. There is no such thing in the Nigerian immigration regulations.
It is a term invented by scammers because many countries require visa applicants (e.g., Nigerians that want to go to EU or USA) to prove a certain minimum of financial resources to ensure that visitors to the visa issuing country has the ways and means necessary to pay their dues (food, accommodation, transport etc) during the visit.

I repeat … there is no such thing as BTA, but a visa applicant must prove to have a certain minimum amount of financial resources available. Most visa applicants are also interviewed at the US consulate in Lagos or at the embassy in Abuja before a visa is granted or the application is rejected.
Has your internet pal shown you scanned copies of his/her valid passport, valid US entry visa, and valid return ticket?
All those things need to be in place before he/she goes to the airport where he/she has to check in to his/her flight before he/she even reaches the Nigerian Immigration Service checkpoint where purportedly BTA is demanded.
