Why are there double standards about racism in society?

If I called somebody chocolateface, I would be labelled as a racist. However, if I called ssomebody from America a redneck, people would see it as a joke. Why is there this type of double standard in society today? Also (purely as an example), if I killed three black people, people would say that I’m targeting black people. But if I killed three ginger people, not as many people would say I’m targeting gingers. Does this mean those people see racism in what I do? Surely Americans are a race?
