Each state has it’s own certification rules. Check with your states Department of Education.

you have to go to college and get a degree, you have to student teach for so long (a semester or two), then you have to get certified in teaching (there’s a bunch of tests you have to take depending on what type of teaching you wish to do)

a BS in Education is all you need.

In Texas all you need is a two year program that is offered at just about any college. Financial aid might be available on a need based scholarship and there are scholarships out there for people returning to school, especially future teachers. The best way to determine what exactly you need to do is to check with your department of education and ask some teachers in the district where you plan to substitute. Most likely they’ll be more than happy to point you in the right direction.
